Does the VA pay for adult day care in Philadelphia — VA-supported programs at Penn Village
VA Benefits

Short answer: often yes. Several VA programs can cover adult day care for eligible veterans — and in some cases for surviving spouses — yet most families never hear about them. Here’s how the coverage actually works and how to start in Philadelphia.

If you’re caring for a veteran and searching for a safe, structured place for them to spend the day, cost is usually the first wall you hit. The good news that too few families are told: the VA has more than one way to pay for adult day care, and Penn Village accepts VA-supported participants. This guide walks through which programs cover it, who qualifies, and the first phone call to make.

The three VA routes that can cover adult day care

There isn’t a single “VA adult day care benefit” — there are several programs, and a veteran may qualify for more than one. These are the three that most often apply.

1 Adult Day Health Care (ADHC)

A VA program that provides supervised daytime care with health monitoring, activities, and meals — either at a VA site or through a community provider the VA partners with. It’s designed for veterans who need help staying safe and engaged during the day.

2 Veteran-Directed Care (VD-HCBS)

Gives the veteran a flexible monthly budget to arrange their own services — which can include adult day care — with the freedom to choose the provider. Read our full explainer on Veteran-Directed Care and adult day programs.

3 Aid & Attendance enhanced pension

A monthly benefit added to a VA pension for veterans (and some surviving spouses) who need help with daily activities. The funds are paid to the veteran and can be applied toward the cost of adult day care. See our guide to Aid & Attendance for adult day care in PA.

Most families who qualify for VA help never claim it — not because they’re ineligible, but because no one told them the benefit existed.

Who is generally eligible?

Eligibility varies by program, but the common threads are an eligible service history, enrollment in VA health care or a qualifying pension, and a demonstrated need for help during the day — whether that’s supervision for memory loss, recovery support, or assistance with daily activities. A service-connected disability rating can matter for some programs but isn’t always required. Because the rules are specific, the honest answer to “do I qualify?” is: it’s worth checking, and checking is free.

What VA-covered adult day care looks like at Penn Village

Whichever program funds it, the day itself is the same: a structured, supervised day in our fully ADA-accessible Germantown center with licensed nursing oversight, nutritious meals, social and therapeutic activities, and door-to-door transportation across Philadelphia. For veterans managing memory loss or recovering from a stroke, the routine and supervision are often exactly what keeps them safely at home in the evenings. Your next steps

  1. Contact the social work or Geriatrics & Extended Care team at your VA medical center and ask about Adult Day Health Care and Veteran-Directed Care.
  2. If a pension is involved, ask specifically about the Aid & Attendance benefit.
  3. Ask the adult day center whether they accept VA-referred or VA-funded participants — Penn Village does.
  4. Gather the veteran’s discharge paperwork (DD‑214) and VA enrollment details before you call.
